WBI often works with local educational institutions or governments to select program participants in open-enrollment learning events. In such cases, applicants are selected based on a number of qualification criteria agreed between WBI and the partner institution. For global and regional events thay may be designed and delivered only by WBI, applicants will be screened based on a number of selection criteria. Individual educational and professional background:
relevance of professional experience to the training that is being offered relevance of education to the training that is being offered and level job responsibilities in current position relevance of institution or organization to which applicant belongs proficiency level in language of instruction likelihood to use learning event's content to train or share with others
Space availability
Concern for geographic, gender, or educational and professional diversity
Confirmation of funding availability, when the course or seminar requires payment of tuition fees or travel expenses
Evidence of any endorsements or clearances by the authorizing agency (for government officials), if applicable

Administrative Arrangements
Tuition fees (if any), availavility of any waiver or sponsorship (if any), and other administrative arrangements are clearly spelled out in each learning event's announcement. In most cases, participants are responsible for their own travel, accommodation, and daily subsistence expenses.
