Consumer Feedback Partnership Pilot in the Water and Sanitation Sector
The workshop focused on designing a year-long partnership learning process to implement the proposed consumer feedback mechanism in Nairobi, Mombasa, Kisumu and Kakamega. Additionally, the participants began the process of developing a foundation for a communication program to be used by WASREB. Finally, the workshop oriented water sector stakeholders on the concept and tools of social accountability and how they have been initiated in different countries and within the water and sanitation sector.

To introduce the concept of consumer feedback mechanism as a tool for building social accountability in Kenya’s water reforms.
Some 65 participants including senior officials from the Ministry of Water and Irrigation, WASREB, representatives of utilities, residents associations and civil society organisations from the four cities.
In partnership with the Kenya Water Services Regulatory Board (WASREB), the World Bank Institute (WBI) the Water and Sanitation Programme for Africa, (WSP-Africa), and the Norwegian Government for the trust fund managed by WBI.

China-Africa Experience Sharing on Watershed Management, China
The 8-day event started in Beijing with a 2-day kick-off workshop, and was followed by field visits to the Loess Plateau region (Gansu and Shaaxi provinces) in Northwest China, and was concluded in Beijing with reflection and wrap-up sessions to summarize findings. It involved mid-high level officials from 10 countries - Kenya, Tanzania, Nigeria, Rwanda, Uganda, Ghana, Sudan, Ethiopia, Malawi and China.

To provide an opportunity for leaders, managers and professionals from Africa and China, who face similar watershed management challenges and ecological degradation, to share knowledge and experience and to foster collaboration in water and soil conservation.
Over 70 people came to the event, including Ministry of Water Resources of China (MWR), Ministry of Finance, 24 participants from West, North, South and East Africa, representatives from 7 Embassies – Tanzania, Tunisia, Uganda, Burundi, Rwanda, Sudan and Ethiopia, the World Bank, DFID, ADB, UNDP and UK consulting firms.

Regional Conference for Eastern and Southern Africa: "Investing in Agricultural Water Management Pays"
The conference focused on presentations and panel discussions onAWM, including increasing investments and promoting private sector involvement,as well as showcasing documented good practices by smallholder farmers in Africathrough films and poster displays and presentations by farmers andpractitioners. One day was reserved for a high level policymaker dialogue. Theevent included field visits to four sites in Ethiopia to illustrate good localpractices of AWM.

Workshop for Piloting a Citizen Accountability Feedback Mechanism in the Water and Sanitation Sector
The workshop, which will be videotaped, will bring together stakeholders in the water sector reform process in Nairobi, Kisumu and Mombasa to develop a strategy for the implementation and institutionalization of consumer feedback mechanisms. Following the training the Water Services Regulatory Board have defined the way forward on the implementation of the pilot: Piloting of concept with regular reviews (August 08 – July 09); Holding stakeholder consultation workshop to analyze lessons (August–September 09); Recommendation, submission and approval of concept by the Ministry of Water and Environment and WASREB Board (October 09): and Scale up and institutionalization of concept country wide (October 09).

To increase knowledge on the Water Act of 2002, and its institutional bodies and their roles and responsibilities; to understand social accountability and its importance for the water sector; share global experience on consumer feedback mechanisms used in the water sector; to understand the role of communication in supporting and sustaining water governance reform; to understand the importance of and develop a sustained partnership earning strategy and to develop action plans for implementation and institutionalization of consumer feedback mechanisms in Mombasa, Nairobi and Kisumu.
Approximately 55 representatives from the Ministry of Water and Environment; Water Services Regulatory Board; Water Services Boards overseeing services in the three target cities, Water companies assigned to provide services in the service area of the three cities, Civil society representatives involved in water and sanitation in the three cities, Water and Sanitation Action Groups of the three cities and Bank staff.

Leadership Forum: Transforming Water Businesses for Sustainability and Growth, Batam, Indonesia
Through a series of intense dialogues between central government stakeholders and leaders of local government and water utilities the 'Water Club Indonesia' was established and a 'Batam Statement for Water Utility Transformation' formulated and signed. These outcomes are unique for Indonesia, as it was the first time that all relevant government stakeholders decided to enter into a pilot process - 18 water utilities joined the 'club of champions' - to transform their water businesses by making commitments for structural organizational and policy transformation i.e. setting and raising tariffs, making incentive-based corporate plans including debt-restructuring, and improving leadership and management qualities of their staff. Indicators for good performance were also agreed, while recognizing regional differences. The Water and Sanitation Program of WBI will provide technical assistance services to these water utilities and local governments, described on a 'menu-card' - improved and endorsed by the leaders in Batam.

Nile Basin Initiative
The Nile Basin Initiative is a regional partnership among the nine basin states of the Nile to provide a platform for cooperative development of the water resources of the Nile River. The meeting focused on setting a base for long-term development strategy, ensuring intellectual and moral support, and aligning the current leadership of the NBI with comprehensive approach to capacity development.

National Water Corporation of Uganda
The National Water and Sewerage Corporation (NWSC) of Uganda is currently developing an innovative water institute in close collaboration with the African Water Association (AFWA) to export its experience in utility management to other African countries. During the meeting WBISD committed to supporting NWSC's innovative approach to water training and learning.
