Hybrid financing—a combination of public and private funds—is gaining greater acceptance in the water sector as both parties seek to share the benefits and risks in infrastructure projects.

In this session, participants from Morocco, Jordan, Uganda, Turkey and Senegal, discuss current projects in supply, sanitation and irrigation to examine the structure of the hybrid schemes—including financing and risk allocation.

In addition, examples of how the use of output-based schemes and operation subsidies during transition periods has expanded the use of blended financing into less attractive segments of water services such as extension to poorer communities and peri-urban areas.
