The World Bank is working to support 30 countries in the Latin America & Caribbean region by providing grants and low-interest loans for development projects, as well as expert advice and consulting services. Bank lending to Latin America and the Caribbean reached $5.3 billion in fiscal 2004, of which $5 billion in  IBRD loans and $338 million in  IDA credits. As of June 30, 2004, the Bank's portfolio of projects under implementation in the region totaled $19.3 billion.

Worldwide, average World Bank annual lending commitments are about US$11 billion in combined project and policy lending. The World Bank finances and supports a project at the request of the Government. An appraisal of the project's feasibility and loan terms is followed by negotiations, Board review, and signing. The loan only becomes effective after it has been ratified by the government.
