Abstract

| The policy makers in Belarus are concerned with: a) the shrinking economy and falling incomes; b) the growing poverty and inequality; and c) ineffective and poorly targeted social protection spending. This Poverty Assessment analyses these concerns and makes policy recommendations for improving the present poverty situation. Job opportunities and higher real wages require economic growth, which requires a fundamental economic restructuring and a redefinition of the role of the state in the economy. Protecting the vulnerable is also important. Belarus needs to evolve toward a set of integrated universal social programs tailored to meet specific population segment needs. The report argues that Belarus has the capacity to administer a simple mean-tested social assistance system if it focuses on three core at risk groups: a) low income families with children; b) poor pensioners living alone or as couples; and c) people in other low income groups. This report outlines one possible model and proposes a fiscally neutral and cost effective variant. |
