The Government of Guinea adopted the National Program for Education for All in 1990. The objectives of this program was to expand the gross primary school enrollment rate from 28% to 53% by the year 2000, to increase the efficiency of resource use within the sector, to increase overall Government support for basic education, and to improve the quality of education.
