Campaign Art: Nature Is Speaking

“Nature doesn’t need people. People need nature.” The message is blunt and ominous. The imagery is beautiful. It’s is the new campaign from Conservative International, Nature Is Speaking, which introduces the idea that it's in our own enlightened self interest as humans to take care of the environment because we need it to survive. 

The campaign rebrands the conservation movement from one that discusses the environment as fragile and separate from humans to a force that is wholly inseparable from the future of mankind.

It contains seven short films in which Nature is personified by celebrities, including Penélope Cruz, Harrison Ford, Edward Norton, Robert Redford, Julia Roberts, Ian Somerhalder and Kevin Spacey who all give voice to a different element of the environment.

In the following video Julia Roberts gives Mother Nature a voice: "I've been here for aeons. I have fed species greater than you, and I have starved species greater than you,” she warns. “My oceans. My soil. My flowing streams. My forests. They all can take you. Or leave you.”

Politics, Economists and the Dangers of Pragmatism: Reflections on DFID's Governance and Conflict Conference

DFID really is an extraordinary institution. I spent Monday and Tuesday at the annual get together one of its professional cadres – about 200 advisers on governance and conflict. They were bombarded with powerpoints from outside speakers (including me), but still found time for plenty of ‘social loafing’, aka networking with their mates. Some impressions:

They are hugely bright and committed, wrestling to get stuff done in some of the most difficult places on the planet, familiar with all the dilemmas of ‘doing aid’ in complex environments that I talk about endlessly on this blog. A visitor muttered about the quality and nuance of discussion compared to the uncritical can-do hubris of much of what they hear in Washington.
 
In fact, since the Australians and Canadians wound up their development departments, DFID looks pretty well unique in the international scene – heroic keeper of the flame or aid’s Lonesome George heading for species extinction? We’ll find out over the next few years.

The Challege of Doing Development Differently

The Doing Development Differently workshop was organised by the Building State Capacity gang at Harvard’s Center for International Development and the Overseas Development Institute; read more about the workshop here. I was unfortunately able to only attend Day 1 and a tiny bit on Day 2 but caught up through all the videos that are online. See Day 1 summary; and Day 2 summary
 
Here are some thoughts:

  1. Doing Development Differently (DDD) is the big picture: DDD is about the details and the beauty of innovation and creativity on the ground, but, more importantly, it is about the big picture. As the workshop signalled (at least) to me, the battleground for DDD conspirators/crusaders is the top table, with donors and policymakers, the moneybags, decision-makers and influencers. Expressed in an extremely clichéd way, the goal ought to be to facilitate ‘d’ on the ground by changing the rules of the ‘D’ game. This makes sense to me. Gathering and influencing activists and local champions is a necessary but not sufficient condition for real change. At the same time, this workshop definitely missed a trick by not having participants from governments (I am sure the organizers considered this long and hard), which in many middle- income countries have come to be all of the above actors – the moneybags, the policy/decision-makers, etc. For DDD thinking to go beyond just aid, it is important that governments are included in these conversations.

GDP is Not Destiny

In a 1968 speech, Robert Kennedy recognized gross national product “measures everything in short, except that which makes life worthwhile.”

Secretary General of the United Nations Ban Ki Moon agreeed in 2012 suggesting, “We need to move beyond gross domestic product as our main measure of progress, and fashion a sustainable development index that puts people first,” and Nobel Prize-winning economist Joseph Stiglitz said in 2008, “GDP tells you nothing about sustainability.”

Even Simon Kuznets, who first coined the term GDP acknowledged in his original report to the US Congress 1934 that, "The welfare of a nation can scarcely be inferred from a measurement of national income."

Taking up the call for a better, more wholesome way to measure progress, the Social Progress Index, offers a framework for measuring the multiple aspects of social progress based on three dimensions: basic needs for survival, foundations of wellbeing, and opportunity.  It does not measure how much money is spent on policies or services that support these dimensions, but rather the experiences of citizens.

Michael Green, CEO of the Social Progress Index, gives the following Ted Talk to explain how the index measures the welfare of societies and what its policy implications are. He reveals a dramatic reordering of nations according to social progress.

So Maybe Money Really Does Buy Happiness?

Emerging Asian nations are finding out what developed ones did years ago: money--and the stuff it buys--brings happiness. Levels of self-reported well-being in fast-growing nations like Indonesia, China and Malaysia now rival those in the U.S., Germany and the United Kingdom, rich nations that have long topped the happiness charts, according to a Pew Research Center global survey released Friday. It says it shows how rises in national income are closely linked to personal satisfaction. The pollsters asked people in 43 countries to place themselves on a "ladder of life," with the top rung representing the best possible life and the bottom the worst. Pew carried out the same survey in 2002 and 2005 in most of those countries, enabling researchers to look at trends over time.

What Happens when 20 Middle East Decision Makers Discuss Theories of Change?

My first job after returning from holiday (disaster tourism in Northern Ireland – don’t ask) was to speak on Theories of Change to a really interesting group – ‘building a rule of law leadership network in the Middle East’, funded by the UK Foreign Office. The John Smith Trust has about 20 lawyers, civil servants, policemen, UN personnel and business people for a 3 week training programme. Equal numbers of men and women, from Bahrain, Iraq, Jordan, Lebanon, Oman. Chatham House rules so that’s your lot viz info.

Over the course of a year, each Leadership Fellow develops an Action Plan for reform back home, ranging from girls’ education to police training to civil society strengthening, and will work on it during their UK visit, where they get inputs from people like me, discussions and visits to the UK Parliament and elsewhere.

I was presenting on theories of change (ToCs) – here’s my powerpoint. My co-presenter (from a UK thinktank) defined a ToC as ‘a conceptual map of how activities lead to outcomes’. As you might imagine, I disagreed with the implied linearity of that. But the disagreement, and the views of those present was interesting.

For many people, "the cloud" is a nebulous term, but it simply refers to software and services that operate on the Internet instead of directly on a computer. Dropbox, Netflix, Flickr, Google Drive, and Microsoft Office 365 (a/k/a Outlook) are all cloud services-- they do not need to be installed on a computer.

According to a report by Gartner, one third of digital data will be in the cloud by 2016. Cloud computing is an attractive option for many entrepreneurs, businesses, and governments in developing countries that seek to service large populations but which require an alternative to heavy ICT infrastructure. Moreover, as mobile apps and PC software are increasingly tied to the cloud, its adoption is likely to increase.  

Doing Development Differently: Report Back from Two Mind-Blowing Days at Harvard

SDDD logospent an intense two days at Harvard last week, taking part in a ‘Doing Development Differently’ (DDD) seminar, hosted by Matt Andrews, who runs Harvard’s 'Building State Capability' programme and ODI. About 40 participants, a mixture of multilaterals and donors (big World Bank contingent), consultants and project design and implementation people, and a couple of (more or less) tame NGO people like me (here’s the participants list).

The purpose was to learn from success, based on 15 short (7m) filmed presentations, which are all online, and ensuing discussions. The premise of the meeting was that there is something like an incipient movement around DDD. As you would expect at such an early stage, it is fragmented and messy (people using the same words to mean different things, lack of clarity on what is/is not included, overlap with other initiatives like the Thinking and Working Politically crew etc), and clearer on what it is against (linear thinking, tyranny of the logframe etc) than what it is for. So this meeting aimed to try and clarify terms and ways of thinking, and build something like a community of practice and consensus among adherents.

The Things We Do: How Goals Corrupt

China has a long tradition of burying the dead and building tombs to honor them. This ancient practice, however, has recently been butting heads with modernity as the Chinese government now needs to conserve limited land for farming and development to support its people.  In an effort to use land more effectively, the government launched a campaign to encourage cremation instead of burial, and authorities demanded that a minimum number of corpses be cremated each year, based on the total population of the previous year.
 
The campaign, however, led to unexpected results.  At the start of November, two officials in China’s Guangdong province were arrested for allegedly buying corpses in order to meet the strict cremation quotas. Police from Beiliu City in Guangxi Province began investigating the theft of bodies in the region during the summer and apprehended a grave robber named Zhong in July. Zhong admitted to stealing more than 20 bodies from the graveyards of local villages in Guangxi at night. He then transported the bodies to Guangdong province to the east, where he sold them to two local officials. These two officials, He and Dong, were formally in charge of funeral management reform in the province and were arrested for purchasing the corpses with the intent of delivering them to a funeral parlor for cremation on the official registry.

Compare this to public school teachers in the United States who cheated on standardized test scores by illegally viewing tests ahead of the test date and changing their students’ answers to meet high yearly targets for student progression.

Being a Guide Can Be More Rewarding than Running a Marathon on One's Own

This reflection was inspired by the contemporary Japanese writer, Haruki Murakami, in his 2009 memoir on his obsession with running and writing while training for the New York City Marathon entitled “What I Talk About When I Talk About Running.”
 
I only read two books in my life in one sitting: Quo Vadis by the Polish Novelist and Nobel Prize Laureate, Henryk Sienkiewicz, and now Marakami’s funny and sobering, playful and philosophical personal contemplation. One of the reasons why I enjoyed the story is the fact that Tokyo, New York City and Boston are cities to which I have special sentiment. Tokyo due to its magnificence as the Mega City, The Big Apple is a place where both of my kids were born, and Boston due to my daughter’s Alma Mater, which instilled in her the joy of running along the Charles River banks in Cambridge.
 
I am a former track cyclist, where speed is the winning factor; as such endurance competition translates to me as boredom and long, self-imposed unnecessary torture. My relationship with sport is love-hate mixed with a lack of interest on a good day, but when I am in, I am into it big time. In my wildest dreams, I would not have dared to envision myself as a marathon runner, but what is so appealing in it: to do something which seems impossible. I was always fascinated with the notion of turning the impossible into the possible, and I was blessed to get a semi-regular taste of these sweet moments in my life.

How to Insult Your Opponent

You really should not go around insulting those who take an opposing viewpoint in public debate. The ideal is clear. You treat opponents with respect. You take seriously what they are saying. In responding, you do not cheat, you do not unfairly sum up or characterize what they are saying. You acknowledge facts; you are not entitled to inventing your own facts. Above all, as much as possible, you avoid logical fallacies. You argue logically and cogently. For, that is the only way that the search for truth is advanced, and it is the only way that informed public opinion created. In short, abuse is no argument. Civility in public discourse is a great and worthwhile ideal.

And yet!

Much of public debate and discussion takes the form of invective. It was always thus; and it seems it will always be thus. The culprits, I suppose, are human passions; those self-same unruly horses that carry us to great heights when we want to achieve something worthwhile. We often become so convinced that we are right that we cannot imagine how anyone would disagree. And when we confront opponents who are as certain as we are that they are right something seems to snap. Faces contort. Abuse and spit fly. No matter how often people are told to calm down, commit to logical reasoning, respect facts… nothing seems to work. A huge chunk of public debate on the great issues of the day is characterized by the trading of insults.

Insults must serve a purpose, otherwise how come all public political cultures have them?

Now Accepting Applications! Summer Institute 2015 - Reform Communication: Leadership, Strategy and Stakeholder Alignment

How can leaders and change agents be more successful at achieving sustainable reforms? Can the strategic use of communication increase the likelihood of success? If so, what types of communication strategies are the most effective?

While few would dispute the important role of communication in building support among key stakeholders in the pursuit of reforms, many are unsure of exactly how to go about creating and launching a communication campaign for reform.

This is one impetus behind the 2015 Summer Institute in Reform Communication: Leadership, Strategy and Stakeholder Alignment, designed and led by World Bank Group's External and Corporate Relations (ECR), Operational Communications unit, the World Bank’s Leadership, Learning, and Innovation Group (LLI), the Annenberg School for Communication at the University of Pennsylvania, and the Annenberg School for Communication and Journalism at the University of Southern California.

The Summer Institute will be held at the University of Southern California in Los Angeles, June 1 - June 12, 2015

Every time we return to or sign up for an Internet service (e.g. Facebook, Google, Gmail, YouTube, etc.), we rely on what UX experts call a “mental model” for navigating through the choices. A mental model is essentially a person’s intuition of how something works based on past knowledge, similar experiences and common sense. So even when something is new, mental models help to make sense of it, utilizing the human brain’s ability to transcode knowledge and recognize patterns. For instance, most of our grandparents can hit the ground running with changing the channel or increasing the volume when handed the remote control for the latest television available in the market today, squarely because of a well-developed mental model for TV remote control units. But our grandparents may not have the same level of success when using Internet services, smartphones or tablets. Under-developed mental models in these domains are their primary obstacles

Domestic reformers and external donors have invested enormous energy and resources into improving governance in developing countries since the 1990s. Yet there is still remarkably little understanding of how governance progress actually occurs in these contexts. Reform strategies that work well in some places often prove disappointing elsewhere. A close examination of governance successes in the developing world indicates that effective advocacy must move beyond a search for single-focus “magic bullet” solutions toward an integrated approach that recognizes multiple interrelated drivers of governance change.
 

Campaign Art: Africa Stop Ebola

Since the start of the current Ebola outbreak, music has been a part of efforts to sensitize and educate people about the disease. Artists in Guinea, Liberia and Sierra Leone, the three most affected countries, have produced several songs to inform people that the virus is real and "don't touch your friend".

The latest song to hit the airwaves, "Africa Stop Ebola", was written by Kandia Kora and Sekou Kouyaté, both of whom are from Guinea and are among the performers. It is based on lyrics outlined by Carlos Chirinos, a professor at New York University who specializes in music, radio and social change. The lyrics express messages of caution and comfort, warning people not to touch the bodies of the sick or deceased and encouraging them to trust doctors, wash their hands, and take proactive steps if they feel the symptoms of Ebola.

The song aims to build confidence in the public health sector through the cachet of the artists. Across West Africa, music, theater, and radio are popular media to spread public information, and performers are well- respected public figures with enough social weight that people to listen to them.

In order to ensure the song's messages are clear regardless of the level of literacy or education of the listeners, it is performed in French and local languages widely understood across the region.

The penultimate para in particular got me thinking about the different tribes present at the recent Doing Development Differently event.

 

If you are about to visit an organization engaged in international development assistance and are unsure of the reception you will receive, a surefire way exists to win over your hosts: tell them you believe that four principles are crucial for development—accountability, transparency, participation, and inclusion.  Your hosts will almost certainly nod enthusiastically and declare that their organization in fact prioritizes these very concepts. This holds true whether you are visiting a bilateral or multilateral aid agency, a foreign ministry engaged in development work, a transnational NGO, a private foundation, or any other type of group engaged in aid work. The ubiquity of these four concepts in the policy statements and program documents of the aid world is truly striking–they have become magic words of development.

Social marketing emerged from the realization that marketing principles can be used not just to sell products but also to "sell" ideas, attitudes and behaviors.  The purpose of any social marketing program, therefore, is to change the attitudes or behaviors of a target population-- for the greater social good.

In evaluating social marketing programs, the true test of effectiveness is not the number of flyers distributed or public service announcements aired but how the program impacted the lives of people.

Rebecca Firestone, a social epidemiologist at PSI with area specialties in sexual and reproductive health and non-communicable diseases, walks us through some best practices of social marketing and offers suggestions for improvement in the future.  Chief among her suggestions is the need for more and better evaluation of social marketing programs.

Is the Internet broken, and can it even be fixed?

Our modern global communications infrastructure still relies on core principles that were defined when the Internet had only a few thousand users. We have faster computers, more storage space, and more people using the network, but worryingly, some of the key assumptions haven't changed. As an example, take the protocol that helps determine how data gets to its destination. Different networks in the Internet "advertise" routes to deliver data to other networks, with the most efficient candidate being chosen.

As much as the Internet has already changed the world, it is the Web’s next phase that will bring the biggest opportunities, revolutionizing the way we live, work, play, and learn. That next phase, which some call the Internet of Things and which we call the Internet of Everything, is the intelligent connection of people, processes, data, and things. Although it once seemed like a far-off idea, it is becoming a reality for businesses, governments, and academic institutions worldwide. Today, half the world’s population has access to the Internet; by 2020, two-thirds will be connected. Likewise, some 13.5 billion devices are connected to the Internet today; by 2020, we expect that number to climb to 50 billion.

E-commerce is a technology ‘megatrend’ that is expected to become more popular in the future. As it achieves higher penetration rates in developing countries, it will overcome obstacles to adoption like the need for high-speed data networks that are fast enough for smartphones and inventory and shipping costs. These obstacles are only overcome with better infrastructure and greater scale. As its popularity grows, the retail sector, online businesses, logistics and supply chains and other connected industries will need to adjust.

As the table below demonstrates, a larger share of the online population in many countries will be purchasing goods online in 2018 than now. Around 50% of the online population in emerging markets will shop online by 2018, not far from the average penetration of 63% in developed countries.



Ebola and the Role of C4D

Ebola has been defined as the most serious challenge humanity has faced in recent times. The mobilization for addressing this challenge is becoming greater by the day— many colleagues are already fighting this emergency and others are ready to join the fight. The medical response, which at first came under fire, is now being adjusted and improved rapidly. Nevertheless, a medical curative response, as good as it can be, it is not sufficient to win this war. There is the need to monitor, respond quickly, and, most of all, prevent the spread of the disease. A number of actions and expertise need to work together to be effective. One of such key area of expertise is Communication for Development or C4D.
 

C4D- also at times known as Development Communication, Behaviour Change Communication or Communication for Social Change- is probably one of the most critical, yet often neglected ingredient of development. Its adoption and institutionalization has traditionally gone through a number of ups and downs since it first began to be applied in a more scientific manner in the 70s. The reasons for such swings are not always clear since its functions and objectives have been, and still are, consistently acknowledged as crucial to achieving an effective, sustainable and people-based kind of development.

The Things We Do: Why Habits Stick and How to Fix Them

"In the gap between intentions fading and habits forming, interventions fail.”
 
These are the wise— and scientific— words of Wendy Wood, a Professor of Psychology and Business at the University of Southern California, who presented her research on how habits guide behavior at a brown bag lunch at the World Bank.
 
Standard interventions are generally successful at increasing the motivation of people to change as they raise awareness and understanding around behaviors we'd like to change and new behaviors we'd like to form. However, they often fail to develop long-term habits for people.
 
According to Professor Wood, even if you can change behavior for a short period, old behaviors may be stickier and reappear after a while. The formation of new habits is often analogous to climbing a mountain and returning back down again: the new habit is performed at the start of an intervention but then falls off again as intentions are overcome by other factors.
